This article is based on a research carried out in the Guardianship Council (CT) of the city of Jandira, Greater São Paulo, SP, having as subjects guardianship counselors, teachers, adolescents and their guardians. It presents part of the results, with the purpose of discussing practices of the integral protection policy carried out by the CT, through the attendance of adolescents coming from public schools and later referred to Mental Health, with the purpose of psychological treatment. It is based on some studies of the social field, especially about social exclusion and ethical-political suffering.
